Job Description:


Bachelor’s Degree in public or business administration, finance, accounting, or related field

Three (3) years of municipal tax collection experience or and equivalent combination of education, certification, training, and/or experience

Must be bondable in accordance with General Statutes of the State of Connecticut

Must possess or be able to obtain within six (6) months of hire, certification of Connecticut Municipal Collector

Must possess and maintain a valid Connecticut Driver’s License

Advance knowledge of modern procedures and techniques for tax collection and state statutes relating to the functions of tax collections

Working knowledge of accounting principles and techniques

Proficient in Microsoft Office (Word, Outlook, and Excel)

Ability to learn and become proficient in the use of other specialized software as required

Provides quality internal and external customer service, managing sensitive issues and difficult situations with tact and discretion

Excellent oral and written communication skills

This position is responsible for collecting current and back taxes owed to the Town

Duties include data processing, authorizing bills, conducting sewer and water assessments, preparing sewer use charges, and balancing annual tax revenue

Assesses, plans, and implements best practice standards and assures compliance with all local, state, federal guidelines, and regulatory agencies; compiles and submits data for trend analysis and regulatory reporting

Prepares monthly, annual, and statistical reports as requested and required by Town Council, Town Manager, Finance Department, Boards and Commissions, external service providers and regulatory agencies

Plans, organizes, and manages the collection of approximately $45,000,000 in taxable revenue in accordance with procedures established by State statutes for collective application in Town policies and procedures established by State statutes; achieves 97% to 99% of all collections

Develops and presents to Town Council, proposals of new procedures and collection methods

Schedules, trains, motivates, and evaluates personnel; provides or coordinates staff training; collaborates with employees to correct deficiencies; makes recommendations regarding disciplinary action per established policies and procedures

Positively represents the Town, adheres to Town policies and procedures, and performs job functions in a safe manner

Maintains active membership in state, regional, and national associations and attends and participates in professional group meetings; stays abreast of latest trends and best practices

Attends evening, weekend, and staff meetings and events based on organizational responsibilities and requirements
