This is a 25 hours per week position and starting pay is $22.73 per hour plus benefits.
This position is governed under the agreement between the Town of Litchfield and Litchfield Municipal Employees UNION, Local #1303-329 of Council #4 AFSCME AFL-CIO

ASSISTANT TO THE TAX COLLECTOR

BASIC FUNCTIONS
Under the supervision of the Tax Collector, this position is of a highly responsible nature requiring considerable knowledge, skill and ability in completing the town’s tax and revenue collection activities including the posting of daily receipts, proving deposits, and closing books. Compiles and posts Motor Vehicle abatements and refunds from the Assessor’s Office.

PRINCIPAL RESPONSIBILITIES AND FUNCTIONS
Assists with the collecting and posting of daily receipts involving cash books and ledgers; proves daily and weekly deposits and closes books; receives and posts tax payments from bank escrowing taxes; balances rate books; calculates and collects interest and penalties for late tax payments.
 Assists with the compilation of Motor Vehicle abatements and processes refunds and returned checks; completes related bookkeeping procedures.
 Assists with proving out all ledgers and cash books, and matches with Town financial record.
 Assists with preparing and typing State required reports including Motor Vehicles forms and releases.
 Assists in working at the office counter; types, calculates, and operates state of the art office equipment.
 Assists the public with complaints and explains State Statutes and procedures; assists auditors, attorneys, banks and realtors.
 Performs other elated duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of bookkeeping principles and practices including various tax collection procedures.
Ability to work well with figures and to prepare reports and maintain financial records.
Ability to fully operate a variety of state of the art office equipment and to adapt to and work with technological changes in office equipment and computer software to secure more effective and efficient operations.
Ability to type 40 w.p.m.
Constant attention to detail, content and accuracy.
Ability to understand and follow written and oral communications.
Ability to use independent judgement in the execution and completion of duties.
Ability to work effectively and courteously with officials, employees and the general public.
Ability to type and fully operate a variety of state of the art office equipment.
Ability to work quickly and accurately with arithmetic computations.
Knowledge of municipal tax collecting practices and procedures and basic bookkeeping principles.
Attention to detail.

While performing the duties of this job, the employee is regularly required to sit for prolonged periods of time, talk and hear. The employee frequently is required to stand; walk, and use hands and fingers. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision. Ability to drive a car may be required.

DESIRED QUALIFICATIONS
A High School Diploma and four years office experience, OR an Associate’s Degree and two years office experience OR a Bachelor’s Degree. Individual must have computer knowledge with MS Office programs and database management. Demonstrated customer service experience.
