Assistant Tax Collector

Job Description:

Overall Responsibilities Include:
• Applies all corrections and adjustments for real property, personal property, to the computerized tax receivable system.
• Collects and records payments for property taxes, and prepares reconciliations to said collections; determines priorities, assigns and reviews work.
• Maintains and records property ownership changes and/or address changes to update billing records.
• Maintains frequent contact with general public, generally requiring detailed explanations of taxes and other charges. Explains tax collection policy, procedures and law.
• Performs a range of functions involving the receipt of funds, disbursement of funds, and recording of monetary transactions.
• Prepares periodic revenue receipt reports for the Finance Department. Reconciles cashiers’ daily receipts to computerized tax collection record.
• Summarizes monthly collections, adjustments, refunds, journal entries and debits/credits for motor vehicles, personal property, and real property.
• May assume the duties of the Collector during absence.

Minimum Qualifications:
1. Knowledge of and ability to interpret tax statutes relating to allowable deductions, computation of interest and penalties and tax filing requirements. Knowledge of basic tax accounting and auditing methods and procedures. Knowledge of tax laws and the ability to work under state mandated guidelines.
2. Ability to accurately calculate and provide detailed tax statements to attorneys, banks and other lending institutions. Ability to analyze and evaluate various tax forms and statements.

3. Ability to establish and maintain effective working relationships with coworkers and the public.

4. Graduation from high school or GED plus three (3) years of experience in accounting, financial record keeping or bookkeeping. One (1) year of experience must have involved the daily receipt, verification and reconciliation of large amounts of money. Within three (3) years of appointment, incumbents are required to possess and maintain a current certification as a Certified Connecticut Municipal Collector.

Starting Salary: Promotional Rate is $32.89 per hour with benefits pursuant to the collective bargaining agreement.

Hours of Work: 30 hour per week, pursuant to the collective bargaining agreement
